The meeting was called to order at 6:30p.m. following Roll Call and the Pledge of Allegiance.

         

In Attendance: Ron Vivacqua, Chief Ron Petrie, Sid DeRollo, Joan Matteson and Nancy Spina

OPEN FORUM:

  • Joan Matteson addressed the Board regarding several matters; she commended the Village on the marina and the parks.  She had concerns about the speed limit on Litchfield Street and the placement and/or lack thereof of stop signs in the area.  She believes that the lack of stop signs on Litchfield St causes more motorists to use that route to avoid the stop signs on other avenues.  Chief Petrie and Ron Vivacqua will look into her requests and follow up.

ANNOUNCEMENTS:

  • Mayor Moracco presented retiring Trustee John Spina with a plaque thanking him for over ten years of service to the Village.  Trustee Spina has been a great asset on the board and he will be missed.  
  • Frankfort AYSO submitted a letter thanking the village for their continued support and help with the 2nd Annual Soccer Tournament.  The fields at Hilltop Park were in great shape due in part to the Village DPW crew.

TM# 112.73-2-25

The above property at (121)123 Canal Street was acquired by the County of Herkimer after the County's foreclosure of this property.

This office recently received the current Village of Frankfort tax bill, copy of which is enclosed. This bill contains a water relevy in the amount of $ 704.23

The County conducted proceedings to enforce collection of delinquent taxes in the County. On April 4, 2012, a court order was granted awarding the property on 121 Canal Street with other parcels to the County of Herkimer and directing that said parcels be conveyed to the County. The deed was executed and filed on April 4, 2012. Pursuant to Article 11, Title 3, Section 1136 of the Real Property Tax Law, the County was seized of an estate in fee simple absolute and all persons, including the state, infants, incompetents, absentees and all non-residents who may have had any right, title, interest, claim, lien or equity of redemption in or upon such parcel were barred and forever foreclosed of all such right, title, interest, claim or equity of redemption.

The aforementioned relevy is no longer due and owing to the Village since the County was awarded the property free and clear of all such claims, and by sale, conveyed the property to the purchaser free and clear of all such claims.

POLICE: Chief Ron Petrie

Case Management:

Attached is information regarding incidents handled by the police department for the month of May 2012.  There were 165 cases handled, 157 of which are closed and 8 remain open and under investigation.  There were eighteen (18) persons arrested during the month.  There were 40 parking citations issued and 52 vehicle and traffic tickets issued.

Department News:

Our department took part in the Mock DWI accident held at the Frankfort Schuyler High School.  I wish to thank Steve Martin and Chief Congiliaro for the invitation

and would further like to recognize them for their efforts.  This program was well planned and professionally conducted and it was a pleasure to be part of.

Our agency once again supplied police service for the recent ‘Frog Fest and Wild West Rodeo' held at the fairgrounds.  This event caused an increase of $1499.93 in payroll to ensure proper coverage for the event.  This cost has already been recovered through reimbursement from Town Square media (copy attached).  The event resulted on 2 arrests, however one arrest resulted in damage to a police car as the suspect kicked out a window.  The repairs have already been made and the bill will be forwarded to court to attempt to recover the loss from the suspect.

Personnel

Received a letter of thanks from a village resident commending Officer Cesar Martinez for his assistance with a recent accident.  (Copy Attached)

Two officers attended the BTO school held last month and are now certified to run breath tests for suspected impaired drivers.

A building located on 202 South Frankfort Street has been deemed unsafe.  The roof has collapsed and there is potential for danger to property and/or people in the area.  The Village is consulting with its attorney to see what options it has and the best way to proceed.  Attorney Hobaica has suggested that he be able to do a search of the property to be sure there are no liens attached before any demo work is undertaken.
