The meeting was called to order at 6:30p.m. following Roll Call and the Pledge of Allegiance.

         

In Attendance: Chief Ron Petrie, Ron Vivacqua, Chief Chuck Conigliaro, Butch Staffo, Mark Harris, Susan Chellino and Sidney DeRollo.

ANNOUNCEMENTS:

•·          Letter of appreciation from Louise Crossett of Crosett Real Estate for assistance given her by Officer Cesar Martinez.

Village of Frankfort Monthly Update Report

 

•1.       New Grant Available:

•a.       Dept of State Local Government Efficiency Grant Program - Due 3/21/12

•b.      USDA - Rural Energy for America Program - Due 3/30/12

•c.       FEMA - Staffing for Adequate Fire and Response Program - Due 2/27/12

•d.      NYS Consolidated Funding Application - Due Tentatively in late April 2012

•e.      Empire State Development Corp - Environmental Investment Program - Due during the next round of Consolidated Funding Applications.

                                                               i.      For businesses that want to remove a product from the waste stream and turn it into a beneficial use, or

                                                             ii.      For businesses to invest in technology that will reduce waste production

 

•2.       Existing Grant Award Projects

•a.       Environmental Facilities Corporation Green Innovation Grant Program

                                                               i.      All documents have been prepared, just finishing up the Engineer's Report.

•b.      NYS DEC Arbor Day Grant

                                                               i.      Met with Scott Healy from the DEC regarding the Arbor Day Celebration. 

                                                             ii.      DEC will provide trees for planting. 

                                                            iii.      Tentative celebration to be held in conjunction with Little League Opening Day

•c.       Dept of State Brownfield Opportunity Area Grant

                                                               i.      Meeting set up between NYS Dept of State for Feb. 29, 2012 as part of the contract Task 1.1.

                                                             ii.      Following this meeting we can begin developing requests for proposals

•d.      Herkimer Co. Healthnet  Grants

                                                               i.      Playground has been put up

•1.       Payment recently received

                                                             ii.      Access improvements are slated to begin in the Spring

•e.      NYS Parks & Recreation

                                                               i.      Contacted Parks & Recreation regarding the follow up contract to begin the purchase process with the Canal Corporation.

                                                             ii.      Karlee contacted the Canal Corporation to re-initiate the purchase of Parcel 1799 and Crown Blue property.

•b.      Development of the Village's Tree City USA Program

                                                               i.      Met with the NYS DEC, Scott Healy, regarding the development of a Tree Budget equal to $2 per capita.  Based on the insights provided by the DEC, maintaining the $2 per capita budget for the Tree City program should be readily attainable. 

                                                             ii.      GEMS is completing the remaining application information and preparing information for Village review and approval.

•c.       Village FEMA Reimbursements

                                                               i.      Paperwork completed and submitted for reimbursement

Result: Motion to accept the Fire Chief's report passes. 

Three quotes were received for the replacement of the roof at the firehouse. 

•1)      Roof Pro Systems- $10,770 for complete tear down

•2)      Shafer & Sons- $9,700 for replacing existing metals

•3)      Bulinski Construction- $9,015 for complete tear down

A fourth quote for $5, 500 was given by John Webb that involved sealing and painting the existing roof.

The Board agreed to move forward with a roof replacement that involves a complete tear off.

Motion by Anthony Fumarola seconded by Francis Spatol to accept Bulinski Construction with a low quote of $9,015 for roof replacement at firehouse completion to be done by April 19, 2012.

Local Law No. ___1______ of the year 2012

Village of ___Frankfort_______________, County of ___Herkimer_________________

A local law to override the tax levy limit established in General Municipal Law §3-c

Section 1. Legislative Intent

It is the intent of this local law to allow the City/Village of __Frankfort_________ to adopt a budget for the fiscal year commencing  ____2012-13__________ that requires a real property tax levy in excess of the "tax levy limit" as defined by General Municipal Law § 3-c.

Section 2.  Authority

This local law is adopted pursuant to subdivision 5 of General Municipal Law §3-c, which expressly authorizes a local government's governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty percent (60%) of said governing body. 

Section 3.  Tax Levy Limit Override

The City Council/Board of Trustees of the City/Village of ___Frankfort___________, County of ____Herkimer_______________, is hereby authorized to adopt a budget for the fiscal year commencing  __2012-13___________ that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law §3-c.

Section 4.  Severability

If a court determines that any clause, sentence, paragraph, subdivision, or part of this local law or the application thereof to any person, firm or corporation, or circumstance is invalid or unconstitutional, the court's order or judgment shall not affect, impair, or invalidate the remainder of this local law, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this local law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.

Section 5.  Effective date This local law shall take effect immediately upon filing with the Secretary of State.

POLICE: Chief Ron Petrie

Case Management:

Attached is information regarding incidents handled by the police department for the month of January 2012.  There were 133 cases handled, 128 of which are closed and 5 remain open and under investigation.  There were ten (11) persons arrested during the month.  There were 19 parking citations issued and 44 vehicle and traffic tickets issued.

Department News:

JAG Grant - Denied.  Attached is the ‘No award' letter in reference to the grant application filed by GEMS in an attempt to purchase a new patrol vehicle.

**Executive Session**

Training

Officer Martinez attended training in January hosted by the New York State Prosecutors

Institute (NYPTI) held in Syracuse.  The training was in regards to DWI enforcement and covered topics from the initial traffic stop through prosecution.

Officers John Congdon and Robert Ruddy are scheduled to attended training this month on proper response and investigation of missing persons, to include missing and/or abducted child cases.
